What Are Preconstruction Services?
Preconstruction covers everything between a project’s first idea and the start of construction: planning, design, budgeting, scheduling, procurement and permitting. Preconstruction estimating is the cost-management side of that process — a series of estimates that follow the design, so the project stays aligned with its budget instead of discovering an overrun at bid time.
A typical sequence includes a conceptual estimate at the program stage, updated estimates at schematic design (SD), design development (DD) and construction documents (CD), and a final GMP or bid-day estimate. At each milestone we reconcile the new estimate with the last one, explain what changed and recommend value engineering options if the budget is at risk.
Preconstruction services are most valuable on construction-manager-at-risk and design-build projects, but they help any owner who wants fewer surprises at bid time.

Who Uses Preconstruction Estimating
Owners & Developers
Keep design aligned with the pro forma and avoid redesign at bid time.
Construction Managers
Support CM-at-risk preconstruction phases with independent estimates.
Architects & Engineers
Get cost feedback on design decisions while they are still easy to change.
Design-Build Teams
Price evolving designs and validate the lump sum or GMP.
Public Owners
Support school, municipal and county projects through approvals and funding.
Healthcare & Institutions
Manage complex, MEP-heavy projects with phased work in occupied facilities.
Preconstruction for Ohio Delivery Methods
Since Ohio’s 2011 public construction reform, public owners can use construction manager at risk and design-build in addition to traditional multiple-prime and general contracting. Those methods depend on accurate preconstruction estimating, because the CM or design-builder commits to a price before the design is fully complete.
Private owners — health systems, universities, developers and manufacturers — use the same approach for complex projects. Our role is to give the whole team a trustworthy, independent cost view at every milestone, so decisions about structure, envelope, systems and scope are made with real numbers.
We also build Ohio market risk into the plan: escalation in a busy Central Ohio market, trade availability, long-lead equipment and winter construction for schedules that cross into the cold months.
Ohio factors we price in
- CM-at-risk & design-build estimating
- Public approval & funding milestones
- Market escalation forecasts
- Trade availability & long-lead items
- Winter construction planning
- Phasing for occupied facilities
Budget Risks We Manage During Preconstruction
| Risk | Why it happens | How we manage it |
|---|---|---|
| Scope creep | Program additions accumulate between milestones without cost review. | Each milestone estimate reconciled line by line with the previous one. |
| Design-to-budget gaps | Design develops faster than cost feedback keeps up. | Quick-turn option pricing between milestones when decisions are pending. |
| Escalation | Long design schedules expose the budget to market increases. | Escalation forecast to the construction midpoint and updated at each milestone. |
| Unresolved MEP design | Mechanical and electrical systems are often the last to be defined. | System-level MEP allowances refined as engineering progresses. |
| Contingency drift | Contingency gets spent on design changes before construction starts. | Contingency tracked separately with a documented draw-down log. |

Estimate Classes and Expected Accuracy
| Estimate type | AACE class | Design maturity | Typical use | Expected accuracy range |
|---|---|---|---|---|
| Conceptual / order of magnitude | Class 5 | 0–2% | Screening, early feasibility | −20% to −50% / +30% to +100% |
| Feasibility budget | Class 4 | 1–15% | Feasibility, budget authorization | −15% to −30% / +20% to +50% |
| Design-development budget | Class 3 | 10–40% | Budget approval, funding | −10% to −20% / +10% to +30% |
| Detailed control estimate | Class 2 | 30–75% | Cost control, bid check | −5% to −15% / +5% to +20% |
| Bid / definitive estimate | Class 1 | 65–100% | Bids, contracts, change orders | −3% to −10% / +3% to +15% |
Ranges per AACE International Recommended Practice 18R-97 (process industries); building projects follow the parallel RP 56R-08.

Preconstruction Services FAQs
When should preconstruction estimating start?
As early as possible — ideally at the program or concept stage. The earlier cost feedback begins, the cheaper it is to change direction.
Can you work alongside our CM or architect?
Yes. We often provide independent estimates for owners working with a CM or design-builder, and we coordinate directly with the design team when asked.
How often do you update the estimate?
Typically at each design milestone (concept, SD, DD and CD) plus targeted updates when major decisions are pending. Frequency is set in your fixed quote.
Do you reconcile estimates with the CM’s numbers?
Yes. Reconciliation with the construction manager’s estimate is a common part of our scope and often uncovers scope or assumption differences early.
Can you help prepare a GMP?
Yes. We prepare GMP estimates with qualifications, allowances and contingency and help the team review subcontractor buyout against the GMP.
Is preconstruction estimating worth it on small projects?
For smaller projects, a conceptual estimate plus one detailed estimate at construction documents often delivers most of the benefit at lower cost.
Do you help define bid packages?
Yes. We help split the project into trade packages with clear scope sheets to support buyout.
Can you track a target budget by system?
Yes. Each milestone estimate can be reported against target budgets by building system.
