What Is Bid Leveling?

Bid leveling is the process of comparing bids on an equal basis. Bidders rarely price exactly the same scope: one excludes temporary protection, another includes an alternate, a third assumes a different product. Leveling identifies those differences and adjusts each bid so you can compare the true cost of the complete scope.

For general contractors and construction managers, leveling happens on bid day and during buyout, when dozens of subcontractor quotes must be compared quickly. For owners, it happens when contractor bids arrive and the lowest number may not be the best one. In both cases, an independent estimate provides a reference point for what the scope should cost.

Leveling works best with a clear scope sheet for each bid package. Ask about our bid estimating service if you need scopes defined and the work estimated as well.

Quick Answer

Why isn’t the lowest bid always the best?

Low bids often exclude scope that other bidders included — permits, cleanup, hoisting, temporary heat or specified products. Once those exclusions are priced back in, the low bid may cost more than a higher, more complete bid.

Ohio Expertise

Bid Leveling in Ohio’s Competitive Market

In busy Ohio markets, subcontractors are selective about what they bid and how they qualify their prices. Exclusions for winter conditions, hoisting, prevailing wage, permits or bonds are common, and they quietly add up. Leveling surfaces those exclusions before they become change orders.

Public owners in Ohio generally award to the lowest responsive and responsible (or “lowest and best”) bidder under the applicable statutes, so understanding exactly what each bid includes matters. Private owners have more flexibility, and leveling lets them weigh price, completeness and risk together.

Our independent estimate gives you a benchmark rooted in current Ohio pricing, so you can tell whether a low bid is efficient — or missing something.

Scope Gaps We Find Most Often

These gaps appear on almost every bid day. Leveling prices them back in.
GapWhy it mattersHow we level it
Temporary workProtection, hoisting, temporary heat and cleanup are often excluded.Priced back in so every bid covers the same temporary scope.
Product substitutionsBidders price alternate products that may not meet specifications.Flagged for design review, with the cost difference noted.
AlternatesSome bids include alternates in the base price; others don’t.Base and alternates separated for every bidder.
Permits & feesPermit and inspection fees may be included by some bidders only.Normalized according to contract requirements.

Guide

Bid Leveling Guide: Comparing Bids the Right Way

Answers to the deeper questions our clients ask before they commit to a number.

Build the scope sheet first

Leveling is only as good as the scope definition. A scope sheet lists every item a bid package should include, so each bidder is checked against the same list.

Normalize — don’t guess

When a bidder excludes an item, the leveled number should add a fair value for it, ideally from an independent estimate, rather than a guess or the highest competitor’s number.

Read the qualifications

Qualifications often hide the biggest differences: assumptions about schedule, working hours, material escalation or site access. Reading them carefully matters as much as comparing totals.

Document the decision

A leveled bid tab with notes shows why a bidder was selected — valuable documentation for public owners, lenders and project teams.
